Home Services with Warrigal: Costs, Fees and Funding

Understanding the costs, fees, and funding options in aged care can be a bit overwhelming, which is why we've created this guide to make things clearer and simpler for you.

What’s the difference between CHSP, Support at Home, and Private Care?

Commonwealth Home Support Programme (CHSP)*

CHSP is a government-subsidised program offering low-level support for those seeking to maintain their independence in their own home. It caters to both short-term and long-term care needs and is available to individuals over 65 facing housing challenges or with limited incomes.

Warrigal is funded to provide a variety of CHSP service types across our regions:

Illawarra & Shoalhaven
  • Domestic assistance
  • Personal care
  • Flexible respite
  • Group and individual social support
Queanbeyan
  • Social Support Individual
Goulburn & Southern Highlands
  • Social Support Individual
  • Flexible Respite
  • Personal Care
  • Domestic Assistance
  • Centre Based Respite
Support at Home*

Support at Home is the Australian Government’s new program that replaces Home Care Packages from 1 November 2025. It provides funding for services to help you live independently at home, with eight levels of support available depending on your needs. The program offers up to $78,000 per year in funding, with services grouped into three main categories: Clinical Care (100% government-funded), Independence supports, and Everyday Living services.

Self-Funded Private Services

In addition to government funding, you have the option to arrange and pay for private services directly with us. These services can cover various care needs, from short-term to long-term, without specific eligibility criteria.

What are the Support at Home funding levels?

The Support at Home program has eight classification levels, designed to match your individual care needs:

Levels 1-8: These levels range from basic support through to high-level care needs, with funding up to $78,000 per year depending on your classification.

The program also includes two new short-term care pathways:

Restorative Care: Up to 12 weeks of support with a $6,000 budget to help you regain or maintain your independence.

End-of-Life Care: Up to $25,000 over 16 weeks for those who wish to remain at home during this time.

Your funding is provided quarterly, allowing you to plan your services across the three-month period.

Who is eligible for a home services package?

To qualify for a Home Services Package, you generally need to be over 65 (or over 50 for Aboriginal or Torres Strait Islander individuals) and require help in at least three life areas of daily life, such as transportation, meal preparation, or housekeeping.
To find out if you or your loved one is eligible, visit the My Aged Care website.

How do I estimate what my home services budget will be?

Your Support at Home budget is based on your assessed classification level. The government provides your funding quarterly, allowing you to plan your services across three-month periods.

At Warrigal, we’re committed to ensuring that your older years are filled with comfort, dignity, and independence. With a clear understanding of the costs, fees, and funding options available, you can make an informed choice that best suits your needs.
